Environmental Protection Bureau Annual Administrative Targets and Key Points

Preliminary achievements have been made in the past years, during which the Environmental Protection Bureau (EPB) has implemented environmental policies and programs to consistently enforce management of and control over various environmental pollution sources. As the awareness of environmental protection among the county citizens grows much higher, however, their demand for living quality and natural resource preservation rises, too, and they are increasingly eager to see environment improvements on the government agenda. To achieve the targets of environmental protection and sustainable development, the bureau has set out the 2006 annual administrative plans in accordance with Taoyuan County Government’s 2006 annual administrative policies and in compliance with mid- to long-term administrative projects and audited budget quota. The targets and key points are as follows:

1. Administrative Targets: By promoting “Taoyuan County Sustainable Development Committee” affairs, “Environmental Protection Technology Park,” “Taoyuan County Industry Environmental Protection Technology Service Program,” “Garbage Reduction and Resource Recycling,” and “Kitchen Waste Reuse Program” and with the belief of sustainable development for the overall Taoyuan County environment, to push various environmental protection associated programs, establish environmental protection technology parks, and promote the concept of biological chain in the environment, while effectively reducing the garbage quantity, prolonging incinerators’ term of a certain number of years, and cutting down the expenses for clearing and transporting garbage and government expenditures in a hope to achieve the purpose of sustainability for Taoyuan.
   
2. Administrative Key Points:
   
   
   1. Enforcement of resource recycling, clearance, and processing.
   2. Enforcement of inspection and indictment.
   3. Subsidization for communities, schools, and organizations and groups in recycling affairs in combination of the private sectors to encourage citizens to recycle.
   4. Enforcement of education and training for the general public as well as on-the-job training for the cleaning squads to better promote resource recycling.
   5. Enforcement of the performance assessment on the executive agencies. Implementation of the “Work Guidance and Performance Assessment Program to Encourage Executive Agencies in Implementing Resource Recycling” to enhance work performance in resource recycling.
   6. Kitchen waste recycling and reuse program.
   7. Guidance to factory and investment attraction for the environmental protection technology park.
   8. Education and propaganda for environmental protection volunteers.
   9. Environmental impact assessment.
   10. Industry environmental protection technology service program.
   11. Taoyuan County Sustainable Development Committee.
       

1. Administrative Targets: To keep the air quality and environment volume within standards by implementing air pollution and noise control to main the citizens’ health and provide a good living environment, further upgrading the living quality in the county.
   
2. Administrative Key Points:
   
   
   1. Improvement of the county citizens'satisfaction toward environmental improvements: To improve people's satisfaction toward the overall environmental improvement through various control, monitor, and diverse propagandas.
   2. Acquisition of the highest allocation proportion (60%) for air pollution control fees: To supervise the promotion of policies in compliance with the central government and to promote the implementation efficiency of control work to meet the Environmental Protection Administration's (EPA) requirements on maintaining air quality or improving executive performance.
   3. Maintenance/improvement of the air quality in the county in an attempt to reach the targets in the local as well as the national environmental protection plans (the number of PSI＿00 stations to be lower than 0.91% in 2006): To maintain/improve the county's air quality through control over fixed pollution sources, mobile pollution sources, and fugitive emission control.
   4. Continuity of noise control promotion: To delimit and review aircraft noise control areas and to provide subsidy for aircraft noise. To delimit and review noise control areas. To control noise from cultural activities and to measure petitioned traffic noise.
      

1. Administrative Targets:
   
   
   1. Promotion of “We Love River”in colleges and universities: To assist township/town/city offices with volunteer (volunteer worker) river patrol in the Nankan River (including Shezih River) Basin area by integrating manpower in colleges and universities within the county.
   2. Enforcement of inspection on and control over industries and of investigation of conduits: To tighten industrial wastewater management and conduit inspection within the basin area.
      
      
2. Administrative Key Points: To promote economical approach for river remediation by implementing ecological engineering methods on the public river land within the Nankan River (including Shezih River) in cooperation with public works units and water resources units.
   

1. Administrative Targets:
   
   
   1. Soil and underground water investigation: To continue investigating suspected polluted sites within the county according to the Soil and Groundwater Pollution Remediation Act.
   2. Soil and underground water pollution remediation: To actively promote the remediation of existing sites with polluted soil and underground water and to implement the target of restoring polluted sites to maintain the health of county citizens and to protect the national land resources.
   3. The proposal of heavy metals polluted soil remediation and restoration project according to site characteristics and technical feasibility to actually implement remediation and restoration.
      
      
2. Administrative Key Points: To establish soil and underground water emergency response systems and to actively promote remediation work in polluted sites.

Administrative Targets: To complete the garbage disposal work in all towns/townships/cities within the county and to supervise the compulsory sorting and reduction, recycle, and reuse of garbage implemented by the town/township/city offices so as to maintain the sustainable use of environmental resources.
   
   
2. Administrative Key Points: With the implementation of compulsory sorting in the general waste clearance operation in January 2006, the volume of general waste produced in the county is reduced to 438,000 tons (estimated at the average daily volume of 1,200 tons). After deducting the highest disposal volume stipulated in the county's contracts with incineration plants, approximately 54,000 tons of garbage will be entrusted to other counties or cities for disposal. This way, the garbage for the entire county can be appropriately disposed. To achieve the plan for installation and operation of the district ash sites, the operation of reuse plants for large waste, establishment and installation of nightsoil treatment plants, and the restoration plan for existing landfills.
   

1. Administrative Targets: To enhance the control over the traction of the county's industrial waste flow directions and the industrial waste clearance report review to effectively monitor the flow direction of the county's industrial waste.
   
   
2. Administrative Key Points: To appropriately manage the production, clearance, and treatment of industrial waste to reduce pollutions and to reinforce the inspection and interdiction of industrial waste, so as to prevent arbitrary dumping of industrial waste from happening.
   

1. Administrative Targets: To enhance the promotion of environmental cleanliness and maintenance by promoting a monthly “Environmental Cleanliness Day,” removing signs and objects that violate advertising regulations, and cleaning and maintaining coastal area environment as well as environment pet control. To assess and manage public restrooms to attain the goal of environment cleanliness and hygiene and city appearance improvement.
   
   
2. Administrative Key Points:
   
   
   1. Taoyuan County service outsourcing plan for removal and cleaning of illegal advertising signs.
   2. Implementation of Taoyuan County enforcement plan of environmental cleanliness.
   3. Promotion of the monthly “Environmental Cleanliness Day”program.
   4. Coastal area environmental cleanliness maintenance program.
   5. House mice control and eradication program.
   6. Taoyuan County public restroom evaluation and management plan.
   7. Fire ants prevention and education propaganda
      

1. Administrative Targets: Promotion of the inspection and management of toxic chemical substances. Conducting trainings for hazard prevention response and incident handling. Environmental agents management. Prevention of toxic chemical substances or environmental hygiene agents from contaminating the environment when inappropriately operated.

   1. Inspection on and management plans for the operation of toxic chemical substances.
   2. Hazard prevention response and incident management.

1. Administrative Targets: Enforcement of the general public's petitions and inspection and interdiction.
   
   
2. Administrative Key Points:
   To take public nuisance petitions from citizens and to give responses after inspection.
   1. To handle and mediate public nuisance disputes.
   2. To implement and discipline various pollution investigations in compliance with the EPA and environmental protection police corps.
   3. To establish files for petition management and to run a regular re-examination to prevent pollution from deteriorating or appearing again so as to minimize public nuisance disputes.
      

1. Administrative Targets: Conducting environmental testing and monitoring affairs in accordance with promulgated testing laws and regulations and strict quality guarantee and quality management processes to establish environmental quality database as a reference for policy making.
   
2. Administrative Key Points:
   
   
   1. To conduct environmental sample testing on the air, industrial wastewater, drinking water, underground water, waste, and soil.
   2. To conduct environmental quality monitoring program on the air quality, acid rain, environment noise, underground water quality, and river water quality.
